女士们，先生们，朋友们：

很高兴和大家相聚在美丽的海南岛，共同出席博鳌亚洲论坛2023年年会。首先，我谨代表中国政府，对年会的召开表示热烈祝贺！对各位嘉宾的到来表示诚挚欢迎！对大家长期以来给予中国发展的关心支持表示衷心感谢！

这次年会以“不确定的世界：团结合作迎挑战，开放包容促发展”为主题，契合当前形势和各方关切，具有很强的现实意义。当今世界，变乱交织，人类社会面临前所未有的挑战，不稳定、不确定、难预料成为常态。在这个充满不确定性的大变局中，人们迫切希望能有更多更强大的确定性力量，来推动世界朝着美好的未来前进。

10年前，习近平主席首次提出人类命运共同体的重要理念，此后又在包括博鳌亚洲论坛在内的诸多国际场合，深刻阐明了构建人类命运共同体的中国主张，进一步提出全球发展倡议、全球安全倡议、全球文明倡议，为全球发展与治理提供了中国方案。10年来，中国以务实行动推动构建人类命运共同体，取得一系列重大实践成果。特别是高质量共建“一带一路”，带动广大发展中国家加快发展，为世界经济拓展了新空间。同时，在倡导政治解决危机，解决国际热点问题，劝和促谈、化干戈为玉帛等方面，也作出了卓有成效的努力，展现了负责任的大国担当。这些都是人类命运共同体理念的生动实践。事实证明，人类命运共同体理念，已经成为引领时代潮流和人类进步的旗帜，成为推动世界持久和平、共同繁荣确定性力量的源泉。

现在，亚洲和世界都处在历史演变的十字路口。我们要高举人类命运共同体理念的旗帜，携手构建亚洲命运共同体，打造世界的和平稳定锚、增长动力源、合作新高地，为世界和平与发展注入更多确定性，努力创造人类更加美好的未来。

第一，共同守护和平稳定的发展环境，为变乱交织的国际局势注入更多确定性。和平是发展的前提。过去几十年，亚洲之所以能取得世界瞩目的发展成就，离不开总体和平稳定的大环境；未来亚洲要实现更大发展，决不能生乱生战，否则就会自断前程。诞生于近70年前的和平共处五项原则和“万隆精神”，是亚洲人民的智慧结晶；以相互尊重、协商一致、照顾各方舒适度等为重要原则的“亚洲方式”，为国家间合作发展提供了基本遵循。世界形势越是动荡不安，我们越是要倍加珍惜这些宝贵财富，坚决守护来之不易的和平局面。要始终坚持睦邻友好，支持东盟在东亚区域合作中的中心地位，安危与共、命运与共，确保亚洲持久和平稳定。要落实全球安全倡议，坚持共同、综合、合作、可持续的安全观，反对滥用单边制裁和“长臂管辖”，反对选边站队、集团对抗和“新冷战”，坚持以和平方式解决国家间的分歧和争端，共同维护世界的和平安宁。

第二，共同打造更具活力的增长中心，为世界经济复苏注入更多确定性。亚洲拥有全球近60%的人口、近40%的经济总量和超过30%的国际贸易，是世界经济的“压舱石”和“推进器”。我们要落实全球发展倡议，抓住新一轮科技革命和产业变革机遇，在数字经济、绿色经济等合作领域打造新增长极，使亚洲成为世界经济复苏和发展的“动力源”。要深入推进区域经济一体化，加强宏观政策协调，高质量实施《区域全面经济伙伴关系协定》，积极推进中国-东盟自贸区3.0版谈判，构筑优势互补、合作共赢的区域生产分工体系，推动形成更加开放的区域大市场。要构建开放型世界经济，高质量共建“一带一路”，促进全球贸易投资自由化便利化，反对贸易保护主义和“脱钩断链”，确保全球产业链供应链稳定畅通，为世界经济发展注入强劲动能。

第三，共同拓展团结合作的有效途径，为深刻变革的全球治理注入更多确定性。当今世界是一个地球村，各国的前途命运紧密联系在一起，面临的许多全球性问题需要大家共同商量解决。去年，亚洲国家先后成功举办金砖国家领导人会晤、东亚合作领导人系列会议、二十国集团领导人峰会、亚太经合组织领导人非正式会议，为完善全球治理发挥了重要作用。我们要坚持共商共建共享的全球治理观，积极参与全球治理体系改革和建设，坚定维护以联合国为核心的国际体系和以国际法为基础的国际秩序，不断深化粮食、能源、生态环保、防灾减灾、气候变化、减贫等领域合作，共同发出和平与发展的时代强音，共同释放坚持多边主义的积极信号，推动全球治理体系朝着更加公正合理方向发展。

第四，共同推动人文交流走深走实，为不同文明的交融共生注入更多确定性。前不久，习近平主席提出全球文明倡议，为推进文明交流互鉴、促进人类文明进步提供了重要指引。亚洲是文明多样性的代表，不同文明交相辉映，同时，亚洲各国处于不同发展阶段，大多数国家仍然是发展中国家，每个国家都有自己独特的历史文化和具体国情。我们愿与各方一道落实全球文明倡议，努力开创人文交流、文化交融、民心相通的新局面。要坚持互尊互信、开放包容，尊重各国自主选择的发展道路，反对“文明冲突论”和意识形态对抗。要弘扬全人类共同价值，加强文化、教育、卫生、青年、媒体等领域交流，以真诚沟通增进理解和信任，以求同存异妥善处理分歧和问题，打造不同文明交融共生的样板。

女士们、先生们、朋友们！

作为世界上最大的发展中国家，中国的发展本身就具有世界意义。我们在全力办好自己事情的同时，主动顺应和平、发展、合作、共赢的时代潮流，始终做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。中国创造了经济快速发展和社会长期稳定两大奇迹，这本身就是对世界的贡献。可以说，在不确定的世界中，中国的确定性，是维护世界和平与发展的中流砥柱。过去如此，未来和当下更是如此。

从未来看，中国发展的目标和前景是确定的。去年10月份召开的中国共产党第二十次全国代表大会，擘画了中国未来发展的蓝图，明确提出到本世纪中叶，中国共产党的中心任务就是团结带领全国各族人民全面建成社会主义现代化强国、实现第二个百年奋斗目标，以中国式现代化全面推进中华民族伟大复兴。中国要建设的现代化，是人口规模巨大、全体人民共同富裕、物质文明和精神文明相协调、人与自然和谐共生、走和平发展道路的现代化，我们决不会通过战争、殖民、掠夺等方式实现现代化，一定会用和平和发展的方式使14亿多人口整体迈进现代化社会，这将为亚洲和世界经济增长带来强劲动能。完成这个中心任务，需要长时间的持续奋斗。在这个过程中，不论世界发生什么样的变化，我们都将始终坚持改革开放、创新驱动，既为整个世界经济发展不断注入新的动力和活力，也让世界各国分享中国发展的机遇和红利。我想，一个长期稳定、一心发展的中国，一个脚踏实地、勇毅前行的中国，一个自信开放、乐于共享的中国，一定是世界繁荣稳定的巨大力量。

从当下看，中国经济增长的动能和态势是强劲的。今年前两个月，中国经济呈现恢复向好态势，消费、投资等主要经济指标向好，就业物价总体稳定，市场预期明显改善，制造业采购经理指数连续站在荣枯线以上，多个国际组织上调了今年中国经济增速预期。现实场景可能比统计数据更有说服力。以博鳌论坛所在的海南岛为例，旅游业从春节“黄金周”变成了“黄金月”“黄金季”，始终是游人如织，离岛免税品销售持续火热，这都充分反映出中国经济韧性强、潜力大、活力足，反映出中国经济长期向好的基本面，也反映出中国经济社会发展政策措施的科学有效。下一步，我们将继续坚持稳字当头、稳中求进，巩固拓展经济恢复向好态势，推动经济运行持续整体好转；我们将把实施扩大内需战略同深化供给侧结构性改革有机结合起来，持续扩大中国市场规模；我们将在扩大市场准入、优化营商环境、保障项目落地等方面推出新的举措，不断优化国企敢干、民企敢闯、外企敢投的制度环境；我们将有效防范化解重大风险，特别是保持我国金融运行整体稳健，牢牢守住不发生系统性风险的底线。我们有信心有能力推动中国经济的巨轮乘风破浪、行稳致远，为世界经济发展作出更大贡献。

女士们、先生们、朋友们！

今年还有一件“亚洲大事”，就是第19届亚运会将于金秋时节在杭州举行。疫情让相会延期，也让我们对相聚更加期待。从天涯海角到西子湖畔，开放的中国有许多美丽的地方，欢迎大家多去走走看看。有风景的地方，一定就有新经济，也会有很多互利共赢的合作商机。我相信，只要我们携起手来，团结合作迎挑战，开放包容促发展，就一定能给亚洲、给世界带来更多的确定性，就一定能开创人类社会更加美好的未来！

Ladies and gentlemen, friends

It is a great pleasure to be here with you on the beautiful Hainan Island to attend the 2023 annual meeting of the Boao Forum for Asia. First of all, on behalf of the Chinese government, I would like to extend warm congratulations on the convening of the annual conference! Sincere welcome to all guests! I would like to express my heartfelt gratitude to everyone for their long-term care and support for China’s development!

The theme of this annual meeting is “An Uncertain World: Uniting and Cooperating to Meet Challenges, Opening and Inclusive to Promote Development”, which is in line with the current situation and concerns of all parties and has strong practical significance. In today’s world, changes are intertwined, and human society is facing unprecedented challenges. Instability, uncertainty, and unpredictability have become the norm. In this uncertain upheaval, people are eager to have more and stronger deterministic forces to push the world towards a better future.

Over the past 10 years, China has promoted the construction of a community with a shared future for mankind through practical actions, and has achieved a series of significant practical results. In particular, the high-quality joint construction of the “the Belt and Road” has driven the majority of developing countries to accelerate their development and expanded new space for the world economy. At the same time, we have also made fruitful efforts in advocating political solutions to crises, resolving international hotspot issues, promoting peace talks, and turning confrontation into friendship, demonstrating the responsibility of a responsible major country. These are vivid practices of the concept of a community with a shared future for mankind. Facts have proven that the concept of a community with a shared future for mankind has become a banner that leads the trend of the times and human progress, and a source of certainty for promoting lasting peace and common prosperity in the world.

Now, Asia and the world are at the crossroads of historical evolution. We should hold high the banner of the concept of a community with a shared future for mankind, work together to build a community with a shared future for Asia, create an anchor for world peace and stability, a source of growth momentum, and a new highland for cooperation, inject more certainty into world peace and development, and strive to create a better future for humanity.

First, jointly safeguard a peaceful and stable development environment and inject more certainty into the volatile international situation. Peace is a prerequisite for development. In the past few decades, Asia’s remarkable development achievements have been inseparable from the overall peaceful and stable environment; In order to achieve greater development in Asia in the future, there must be no chaos or war, otherwise the future will be cut off. The Five Principles of Peaceful Coexistence and the “Bandung Spirit”, born nearly 70 years ago, are the crystallization of the wisdom of the Asian people; The “Asian approach”, based on the important principles of mutual respect, consensus, and caring for the comfort of all parties, provides a basic basis for the development of cooperation among countries. The more volatile the world situation is, the more we must cherish these precious treasures and resolutely safeguard the hard-won peace situation. We should always adhere to good neighborliness and friendship, support ASEAN’s central position in regional cooperation in East Asia, share safety and danger, share a common destiny, and ensure lasting peace and stability in Asia. We must implement the Global Security Initiative, adhere to a common, comprehensive, cooperative, and sustainable security concept, oppose the abuse of unilateral sanctions and “long arm jurisdiction”, oppose the selection of sides, group confrontation, and the “new cold war”, adhere to resolving differences and disputes between countries through peaceful means, and jointly safeguard peace and tranquility in the world.

Second, jointly create a more dynamic growth center and inject more certainty into the recovery of the world economy. With nearly 60% of the world’s population, nearly 40% of its total economic output, and over 30% of international trade, Asia is the “ballast stone” and “propeller” of the world economy. We need to implement the global development initiative, seize the opportunities of a new round of technological revolution and industrial transformation, create new growth poles in cooperation fields such as the digital economy and green economy, and make Asia a “driving force” for the recovery and development of the world economy. We need to deepen regional economic integration, strengthen macro policy coordination, implement the Regional Comprehensive Economic Partnership Agreement with high quality, actively promote the negotiation of the China ASEAN Free Trade Area Version 3.0, build a regional production division system that complements each other’s advantages and win-win cooperation, and promote the formation of a more open regional market. We should build an open world economy, jointly build the “the Belt and Road” with high quality, promote the liberalization and facilitation of global trade and investment, oppose trade protectionism and “decoupling and disconnection”, ensure the stability and smoothness of the global industrial chain supply chain, and inject strong momentum into the development of the world economy.

Third, jointly expand effective ways of solidarity and cooperation, and inject more certainty into profoundly changing global governance. The world today is a global village, and the future and destiny of countries are closely linked. Many global issues we face need to be discussed and resolved together. Last year, Asian countries successfully hosted the BRICS Leaders’ Meeting, the East Asian Cooperation Leaders’ Series Meeting, the G20 Leaders’ Summit, and the APEC Leaders’ Informal Meeting, which played an important role in improving global governance. We should adhere to the global governance concept of joint discussion, construction, and sharing, actively participate in the reform and construction of the global governance system, firmly uphold the international system with the United Nations at its core and the international order based on international law, continuously deepen cooperation in fields such as food, energy, ecological and environmental protection, disaster prevention and mitigation, climate change, and poverty reduction, jointly send a strong voice of the times for peace and development, and jointly release a positive signal of upholding multilateralism, Promote the development of the global governance system towards a more just and reasonable direction.

Fourth, jointly promote deeper and deeper people-to-people and cultural exchanges, and inject more certainty into the integration and symbiosis of different civilizations. Asia is a representative of the diversity of civilizations, with different civilizations complementing each other. At the same time, Asian countries are at different stages of development, and most countries are still developing countries. Each country has its own unique historical culture and specific national conditions. We are willing to work with all parties to implement the Global Civilization Initiative and strive to create a new situation of people-to-people and cultural exchanges, cultural integration, and people-to-people communication. We should adhere to mutual respect and trust, openness and inclusiveness, respect the development path independently chosen by various countries, and oppose the “clash of civilizations” theory and ideological confrontation. We should promote the common values of all mankind, strengthen exchanges in areas such as culture, education, health, youth, and the media, enhance understanding and trust through sincere communication, appropriately address differences and issues through seeking common ground while reserving differences, and create a model for the integration and symbiosis of different civilizations.

Ladies and gentlemen, friends!

As the largest developing country in the world, China’s development itself has world significance. While doing our best, we actively comply with the trend of the times of peace, development, cooperation, and win-win results. We have always been a builder of world peace, a contributor to global development, and a defender of the international order. China has created two wonders: rapid economic development and long-term social stability, which in itself is a contribution to the world. It can be said that in an uncertain world, China’s certainty is the mainstay of maintaining world peace and development. This is true in the past, and even more so in the future and present.

In the future, China’s development goals and prospects are determined. The 20th National Congress of the CPC, held in October last year, outlined the blueprint for China’s future development, and clearly stated that by the middle of this century, the central task of the CPC is to unite and lead the people of all ethnic groups in the country to comprehensively build a strong socialist modernization country, achieve the second century goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese path to modernization. The modernization that China wants to build is a modernization with a huge population, common prosperity for all people, coordination of material and spiritual civilization, harmonious coexistence between human beings and nature, and a path of peaceful development. We will never achieve modernization through war, colonization, plunder, and other means. We will definitely use peace and development to bring more than 1.4 billion people into a modern society as a whole, which will bring strong momentum to economic growth in Asia and the world. Completing this central task requires a long and sustained struggle. In this process, no matter what changes take place in the world, we will always adhere to the reform and opening up, innovation driven, not only continuously inject new impetus and vitality into the entire world economic development, but also let the world share the opportunities and dividends of China’s development. I believe that a long-term stable and dedicated China, a down-to-earth and courageous China, and a confident, open, and willing to share China must be a huge force for world prosperity and stability.

From the current perspective, the momentum and momentum of China’s economic growth are strong. In the first two months of this year, China’s economy has shown a recovery trend, with major economic indicators such as consumption and investment improving. Employment prices are generally stable, and market expectations have significantly improved. The manufacturing purchasing manager index has continuously stood above the boom and bust line. Several international organizations have raised their expectations for China’s economic growth this year. Realistic scenarios may be more persuasive than statistical data. Taking Hainan Island, where the Boao Forum is located, as an example, the tourism industry has changed from a “golden week” during the Spring Festival to a “golden month” and “golden season”. It has always been a crowded place for tourists, and the sales of duty-free goods on outlying islands have continued to be hot. This fully reflects the strong resilience, potential, and vitality of China’s economy, reflecting the long-term fundamentals of China’s economic development, and also reflects the scientific and effective policies and measures for China’s economic and social development. In the next step, we will continue to adhere to the principle of maintaining stability and seeking progress while maintaining stability, consolidate and expand the recovery trend of the economy, and promote the continuous overall improvement of economic performance; We will organically combine the implementation of the strategy of expanding domestic demand with deepening the structural reform of the supply side, and continue to expand the scale of the Chinese market; We will introduce new measures in expanding market access, optimizing the business environment, and ensuring the implementation of projects. We will continuously optimize the institutional environment for state-owned enterprises to dare to do business, private enterprises to dare to venture, and foreign enterprises to dare to invest; We will effectively prevent and defuse major risks, especially to maintain the overall stability of China’s financial operation, and firmly hold the bottom line of avoiding systemic risks. “We are confident in our ability to promote the giant ship of China’s economy to ride the wind and waves, achieve stability and make greater contributions to the development of the world economy.”.

This year, there is also an “Asian event”, that is, the 19th Asian Games will be held in Hangzhou in the golden autumn season. The epidemic has delayed the meeting and made us look forward to it even more. From the ends of the earth to the shores of Xizi Lake, there are many beautiful places in open China. Welcome to take a walk and have a look. Where there is scenery, there must be a new economy, and there will also be many mutually beneficial and win-win cooperation opportunities. I believe that as long as we join hands, unite and cooperate to meet challenges, and promote development through openness and inclusiveness, we will definitely bring more certainty to Asia and the world, and we will definitely create a better future for human society!
